As the House gets set to consider H.R. 51, legislation authored by Congresswoman Eleanor Holmes Norton, IFPTE urges Congress to approve the measure, saying that “unlike members of labor unions, the citizens of Washington, D.C. do not enjoy this same type of democracy.”
